Austroads is undertaking a multi-stage project to support road transport and traffic agencies across Australia to manage the impacts of third-party assets on the successful delivery of road infrastructure projects, including road projects with a rail interface. To form an effective, evidence-based strategy and action plan, the project included international literature research, jurisdictional consultation and four road infrastructure project case studies.

Join this webinar to understand the research findings and where change is required to improve the efficient delivery of major infrastructure projects when third-party assets are involved. One key element proposed is a national minimum dataset of information to monitor third-party impacts on road infrastructure projects. The collection and reporting of high-quality data is essential but depends on stakeholders sharing cost information so that value-based decisions can be made across the whole project. Measurement of costs associated with utilities on projects will permit analysis of past events which will lead to two beneficial outcomes:

  • Understanding events and determining patterns will enable predictions of the future to be made.
  • Quantitative evaluation of past project events will allow plans for improvement to be developed.

The webinar will be presented by Robert Eames, Nicola Boyd, David Bourne and Maria Drysdale. Stakeholder engagement and contributions are valued as the project approaches implementation stage.

Robert Eames is founder and consultancy Co-Principal of Fivenines Consulting. He has a strong heritage in roads agency and Austroads work while bringing the wider perspective of a generalist strategic management scientist. Robert has led and undertaken a number of Austroads and road jurisdiction projects involving road assets, network, registration and licensing, road agency ICT and road safety over the last three decades.

Dr. Nicola Boyd has been the Manager (Utilities and Stakeholders) for the Queensland Department of Transport and Main Roads, and the Queensland state government member of the Austroads Utilities in Road Reserves Group (UiRRG), since 2015. She is currently Chair of the UiRRG and has been involved in key Austroads projects highlighting key issues, and solutions, for utilities management.

David Bourne is the Director, Services & Continuous Improvement, Major Road Projects Victoria (MRPV). David’s experience spans 30 years in construction and engineering across all facets of project and program management. Before joining MRPV, David worked for the Tier 1 construction companies in a diverse range of challenging multidisciplinary projects, in both private and public sectors. David has extensive commercial and contractual knowledge, having worked on various project types including Design and Construct, Early Contractor Involvement, Alliances, Framework Agreements and Public Private Partnerships. He has had senior leadership roles in business development, pre-contracts, procurement.

Maria Drysdale an experienced state road network manager in Western Australia who facilitates positive outcomes for road users, owners, operators and others requiring access to the road reserve. Maria has been the Austroads Project Manager of APD6251 Review of impact of service authorities on infrastructure projects since October 2020 and now looks forward to working with other jurisdictions to implement key project findings.
