The session is based on the Austroads report Prolonging the Life of Road Assets Under Increasing Demand: A Framework and Tools for Informing the Development and Justification of Asset Preservation and Renewal.

It will explain the broad framework and the economic and customer centred basis for justifying appropriate levels of investment in road asset preservation and renewal option. Examples will include those which impact strategic, network level decisions and supporting policies and processes.

There will also be question and answer opportunities throughout the session.

Dr Tim Martin’s research at ARRB has involved leading a road track cost attribution study that underpins current heavy vehicle charging, implementing a major observational study using long-term pavement performance (LTPP) sites and experimental studies with the accelerated loading facility (ALF) to develop pavement deterioration and works effects models for arterial roads. This research extended to the development of deterioration models for unsealed and sealed local roads as part of a national study across all Australian states and the assessment of levels of service for heavy vehicles.

Tim has also been extensively involved with establishing road condition and other measures of levels of service between customer and technical levels of service. Recent research has involved the development of residual risk models for decision making to allocate funding across and within asset classes.

Tyrone Toole’s experience covers highway engineering and management projects, institutional development and training in over 20 countries. He specialises in the management and delivery of multi-disciplinary projects and has extensive experience in research and advice related to the management and design of low and high-volume roads.

Having joined ARRB in 2001 following over 20 years with TRL’s Overseas Unit, he continues to contribute across a wide range of topics including road performance studies, the use of non-standard materials, development of road management systems, the marginal cost of road wear, and the economics of road maintenance. Projects of relevance to the presentation include his experience in Australia and worldwide and on pavement performance and preservation strategies, road asset management and safety, and the estimation of the economic benefits of preventive actions.

Qindong Li has over 18 years’ experience in pavement design and construction, maintenance planning, whole-of-life cycle costing analysis and performance modelling. In his current role as the Asset Management Modelling and Analytics Manager at Main Roads WA, he focuses on implementing business intelligence in road infrastructure asset management. His career goal is to develop smart solutions that provide the community a fit-for-purpose and sustainable road network.
