Within Australia and New Zealand, the processes, procedures and reporting of mass and dimensions of Special Purpose Vehicles (SPVs) differs significantly depending on the jurisdiction where the measurements take place. Austroads’ recent study examines these differences and proposes a uniform set of procedures and documentation that can be used to harmonise the weighing, measuring and recording of certified information for SPVs in Australia and New Zealand prior to operating on the road or operating in another jurisdiction, cross border.

This webinar will describe the proposed procedures, including project background, research and consultation findings as well as the benefits that the adoption of these procedures can bring to the road infrastructure, road operators and the SPV industry.

Following this project, Austroads intends to undertake further consultation to ascertain and refine these procedures and documenting over time from practical applications to further enhance this project.

Presented by Saizo Takeuchi and Richard Jakimowicz.

The session will include an opportunity for questions and answers.

Saizo Takeuchi is a senior consultant and accredited Performance Based Standards (PBS) assessor at Advantia Transport Consulting. Within this capacity, Saizo has had significant experience examining the importance of vehicle dimensions, weights and componentry and the effects they have on vehicle access, operations and policy. This includes his recent work on the Victorian Department of Transport Class 1 SPV route assessment guidelines and work to deck height requirements in the multi-state Class 1 load carrying vehicle dimension exemption notice.

Richard Jakimowicz is a Senior Safety Standards Advisor for the Vehicle Standards team at the National Heavy Vehicle Regulator (NHVR). At the NHVR the team continually assess and approve In-principle Support (IPS) and vehicle standard exemption permits in conjunction with state road managers and the SPV industry for the safe operation of SPV’s on a road. Prior to the NHVR Richard performed and helped advance the supervised weigh procedures within the Department of Transport and Main Roads (TMR) for approximately 6 years.
