Australia s specification for paving grade bitumen AS 2008 evolved in the early 1970s from a penetration grading system to one with viscosity control at 60 Degrees Celsius. In support of this primary performance control property, penetration at 25 Degrees Celsius provides a measure of the temperature susceptibility of the binder. This report attempts to identify relevant properties and methods for discussion and development in the ARRB binders research program
