This report investigates the origins of the current Unconfined Compressive Strength (UCS) criteria that differentiates modified granular materials from bound materials. Based on the review, a number of changes to the UCS design criteria are recommended to the Austroads Guide to Pavement Technology Part 4D: Stabilised Materialsand Guide to Pavement Technology Part 2: Pavement Structural Design.
