This report addresses the issue of calculating ESA-km in the road maintenance funding formula of AusLink This study recommends the use of an average ESA per heavy vehicle class in the funding formula This requires each jurisdiction to prepare from historical mass data a set of 10 ESA factors for the 10 heavy vehicle classes, averaged over a state/jurisdiction This approach is to be adopted for three years: 2006, 2007 and 2008 By the year 2009, it is anticipated that all jurisdictions would have improved the coverage of WIM sites in each jurisdiction, and ESA factors that are site or traffic section dependent are to be adopted.
