Comparison of the efficiency and effectiveness of practices used by road agencies to deliver their services can contribute to the identification and implementation of national best practice in this regard. This report addresses road authority practices in consulting with external constituencies on the development of road strategy. The reported study firstly investigated overseas practice in consultation, through a review of the international literature. Then, Australasian practice was examined through collection of documented information and a series of structured interviews undertaken in each of nine Austroads jurisdictions. The report lists 35 possible improvements to road agency consultation practices, being those most frequently suggested by agency and external respondents to the interview survey. It should be noted that this is the second report compiled from research undertaken as part of an Austroads project entitled Review of Road Agency Practices. The first, related report entitled State Road Authority Practices in Reviewing Responsibilities for Roads was published early in 2000.
