Latest research informs the recommendations to improve the Learner Approved Motorcycle Scheme

Austroads has published the findings of a review into the current Learner Approved Motorcycle Scheme (LAMS) to support updating the scheme based on the latest research and information applicable to novice riders.

“This is the first time LAMS has been reviewed since its introduction in 2002. The recommendations reflect findings from a literature review and feedback provided by transport research organisations, insurance providers, motorcycle riding organisations and industry representatives,” said Austroads’ Road Safety and Design Program Manager Michael Nieuwesteeg.

The project team investigated if some types of motorcycles on the LAMS are more difficult to ride. As there is limited information currently available linking motorcycle types to fatal and serious injury (FSI) crashes, the research recommended not to remove any type of motorcycles from the LAMS.

The review considered the current LAMS practices in Australia and New Zealand as well as equivalent schemes for novice riders in the UK, the Netherlands, and Canada. “Australia and New Zealand may consider adopting EU or UK schemes in the future to align Australia and New Zealand with a much larger motorcycle market. We would need to run comparative studies to understand how the adoption of an EU or UK schemes might affect FSI crashes here,” said Michael.

The review assessed the inclusion of electric motorcycles with more than 25 kW on the LAMS list and recommended to temporarily maintain the current electric motorcycle LAMS requirement of 25 kW motor or less. “Electric motorcycles are becoming more accessible, and this restriction needs to be updated when further research into electric motorcycle technology is undertaken.”

The study recommended that LAMS motorcycles be allowed to be modified for physical accessibility. “The modification of light vehicles for accessibility is important in providing an equitable transport system. Those modifications should be permitted provided they do not compromise safety and are reviewed on a case-by-case basis,” said Michael.

Several conditions were suggested for the addition of motor trikes to the LAMS list, including updating motorcycle rider training and licensing courses. “Allowing motor trikes on to the LAMS list will improve accessibility for those who are physically unable to ride a motorcycle,” said Michael.
