Austroads progresses National Harmonisation of Temporary Traffic Management Practice

Austroads is pleased to announce a significant development in its ongoing project to harmonise temporary traffic management practices across Australia. The first Approved Training Providers (ATPs) in Victoria have now received approval to deliver training, marking a major milestone in the National Harmonisation of Temporary Traffic Management Practice.

The nationwide initiative is progressing well, with Austroads member agencies actively developing transition pathways and facilitating the Approved Training Provider application process. The project aims to implement a nationally harmonised framework for Temporary Traffic Management training, encompassing graduated learning across eight training categories, theoretical and practical training components, and national recognition of training accreditation.

Training under the framework is provided by Approved Training Providers (ATPs), who are approved by State or Territory regulators.

The first ATPs approved to deliver training in Victoria are:

  • Construction Forestry Mining and Energy Union Construction and General Division
  • Construction Training Group Pty Ltd
  • Centre of Vocational Education Pty Ltd
  • Civil Training Australia (VIC) Pty Ltd
  • ESI Training & Consulting Pty Ltd
  • Star Training & Assessing Pty Ltd

Dr. Geoff Allan, Austroads Chief Executive, emphasised the significance of continued harmonisation in temporary traffic management. "National harmonisation is a crucial step toward enhancing the safety of road workers and users in and around road worksites," said Geoff. "Continued support from states, territories, and training organisations is essential for the continued success of the adoption process."

The ATP application process is now open in various states, with different timelines for mandatory adoption of the National Training Framework and transition periods.

  • Victoria: Application process open (Refer to New traffic management training in Victoria: VicRoads for implementation and transition details)
  • Tasmania: Application process open, mandatory adoption from 1 January 2024 (Refer to https://www.transport.tas.gov.au/)
  • South Australia: Application process open, mandatory adoption from 1 February 2024 (Transition period: February 2024 – December 2026)
  • Northern Territory: Application process open, mandatory adoption from 1 February 2024 (Transition period: February 2024 – December 2026)
  • Western Australia: Application process to open in 2024, with Category 1 adoption in February 2025, and Categories 2 and 3 in February 2026 (Transition period for Category 1: February 2025 – February 2028)

“Applications have been received from Registered Training Organisations in Victoria, South Australia, Northern Territory and Tasmania to become Approved Training Providers,” noted Geoff. “Additionally, nearly 400 trainers who currently deliver training have completed a Train the Trainer course in preparation for delivering the national training.”

"The success of the Train the Trainer program, coupled with the announcement of the first Approved Training Providers, indicates that national harmonisation efforts for temporary traffic management are progressing, leading to improved safety at road worksites."
