‘What gets measured gets managed’ (Drucker, 1954). Performance metrics, indicators and benchmarks describe how our road assets (and transport systems) are functioning and operating within the context of the road users’ (and societal) expectations. This enables agencies and authorities to manage investment and resources to address the areas of greatest need.

Austroads first developed National Performance Indicators (NPIs) in 1993 to promote consistency in reporting of road performance across state transport agencies. Over time, however, the uptake of NPIs has diminished due to a misalignment with state agencies’ own performance reporting needs, concurrently with the advent of new datasets and the increased value that these datasets provide.

This webinar explores the current performance reporting practices used nationally and internationally including the type and application of urban road network performance indicators and metrics. The webinar highlights challenges and opportunities related to existing performance indicators and reporting and discusses the recommendations which look to support consistent and commonly agreed performance indicators (revised NPIs) for urban road-based transport performance measurement.

Simon Latham is a Principal Transport Planner based in Queensland with over 15 years’ experience in multimodal transport planning and transport appraisal. Simon enjoys working with people and data to build meaningful insights to support better decision making. Simon has worked with transport agencies in the UK and Australia including Transport for London, Highways England, DfT, DTMR, TfNSW and MRWA to develop and establish performance reporting frameworks, indicators and metrics to service a range of transport planning and operational needs. Simon’s involvement in performance reporting and analysis spans policy development and accountability reporting right through to the structural and statistical definition of individual indicators.

Scott Benjamin has 20 years’ experience in team and project management, development of policy, strategy, feasibility studies, design, implementation and operation and maintenance of a wide variety of ITS, traffic engineering, transport planning traffic and transport modelling and analysis. Scott has been closely involved in the development of a wide range of road performance indicators. He ran the largest traffic and transport data collection business in Victoria (Austraffic) and was their key analyst developing algorithms, new performance indicators for clients checking and validating data. He trialled a range of new machine learning image recognition techniques, mobile phone data collection and use of a wide range of BT and Wi-Fi devices and proposed a range of new survey techniques for Austroads indicators through the transition from traditional floating vehicle surveys.

Robert Kane is currently the Intelligent Transport Systems Team Leader, based in traffic operations – Department of Transport and Infrastructure South Australia (DIT). Robert has been exposed to, and worked with, a vast array of Performance Indicators throughout his 10 years of experience in government, and has been able to interject his experiences and lessons from traffic operations, major projects and strategic corridor planning into the Austroads NPI project. Robert is representing DIT in the Austroads ITS Working Group and has represented Austroads as the Project Manager for this project.
