Climate change is a global challenge, and decarbonisation of the global economy is an important policy consideration. The level of ambition for decarbonisation varies by jurisdiction and each sector has different mechanisms in place to achieve it.
Austroads’ recent publication ‘Decarbonisation of Road Transport Network Operations in Australia and New Zealand’ presents an analysis of the contribution of the road transport sector to generating GHG emissions in Australia and New Zealand. It also frames the role that road transport network operations play in supporting the state and national emissions reduction goals.
The issues paper considers the Paris Agreement’s goal to reduce the risks and impacts of climate change by limiting the temperature increase to 1.5 °C. It explores the policy landscapes in Australia and New Zealand and reviews several decarbonisation pathways to net zero emissions in the context of electric vehicle take-up scenarios.
This webinar will provide a detailed overview of the issues paper focusing on potential opportunities for the road transport sector to contribute to the net zero emissions target by mitigating its GHG emissions. It considers the accelerated adoption of low and zero-emission vehicles, encouraging behaviour change with respect to mode choice, supporting strategic planning for efficient freight networks and supporting active transport.
The paper highlights the need for a strategic re-balancing of priorities to include GHG emissions reduction as a key consideration in all road transport network operations planning and decision-making, alongside road safety and transport network efficiency. The findings will inform Austroads’ upcoming strategic review of the Guide to Traffic Management and future research within the Network Program.

Richard Palmer is principal sustainability consultant at Integral Group, a global engineering and sustainability firm supporting the transition to net zero emissions. Richard supported the approach to sustainability within the Future Transport Strategy 2056 for Transport for NSW and has over a decade’s experience working on major urban renewal projects addressing decarbonisation through demand management, utilities and mobility strategies. Prior to working at Integral, Richard was Director – Sustainability at WSP, supporting major projects in property and infrastructure sectors.
