3.1 Overview

Implementing a tunnel solution requires the consideration of many factors involving many stakeholders including the road agencies, other government regulators (e.g. environmental protection agencies), proponents of tunnel solutions, the users and the general public affected by the construction and operation of the tunnel. The process for the implementation is, of necessity, a detailed and time-consuming activity to ensure that all of the factors are properly considered.

Figure 3.1 illustrates the overall process and shows the potential time frames for the various components of the project life cycle.
