This publication outlines an Austroads project established to prepare minimum competencies and standards appropriate for the licensing of novice car drivers. A subsequent workshop then considered how best to link the specification with competency-based driver training. This combined report detailing the outcomes of the project and workshop is intended for use by licensing authorities as the basis for developing a nationally consistent program for the initial licensing of novice drivers
