This document was produced to assist clients and contractors and establish the principles of quality assurance in contracts and defines desirable practice for clients to adequately specify requirements and contractors to deliver capably. It also provides direction in optimising documentation, surveillance and hold points. It addresses the quality assurance requirements in the contract elements of prequalification and pre-registration, tendering, evaluation of tenders, contract delivery and end of contract revue. Each element contains a purpose statement, an explanation of the scope, a policy statement and a summary of prinicples and practices established by wide consulation as fundamental to the competent management of element.
