The move towards performance based specifications (PBS) for the nation s vehicle fleet is expected to result in increased stressing of pavement surfacings. The extent of surface stressing is currently unknown and the capacity of surfacing treatments to resist these stresses is poorly defined. This report describes the development of a transducer to obtain quantitative data on the shear stressing of surfacings by vehicles. A literature review identified a number of transducers which had been manufactured to obtain vertical loading data.
