A residential workshop on quality management in Durban, South Africa covered a number of subjects including refinery processes, bitumen and PMB manufacture, overseas trends in bitumen and PMB specifications, test methods, global quality management practices for bitumen, and an update on worker health and safety. The U.S. performance graded specification has serious shortcomings and various changes are being made to U.S. specifications. Work is being carried out in the U.S. to identify tests which address key performance requirements of binders. Europe has recently produced a harmonised standard based on conventional test methods and is working on a performance related specification due to be implemented by 2010. South African refineries provide full information on crude oil source, bitumen production route, tankage arrangements, quality control systems, etc. Such a system in Australia would help increase confidence in bitumen quality.
