This technical report resulted from a study to develop Austroads guidelines on network level assessment and analysis of data on pavement structural condition. This report outlines the benefits of network level assessment of the structural condition, as a means of assisting with pavement management, with specific reference to flexible granular pavements with sprayed surfacings in Australian conditions. It discusses the issues in network level assessment of pavement strength, including sampling intervals, parameters for network level pavement strength, methods of strength testing, and reporting. The issues in estimating network level pavement strength parameters are also outlined. The report records some of the technical background for proposed Austroads guidelines, and identifies the priority issues to be resolved or further clarified. An interim model is postulated for predicting deterioration of pavement strength in granular pavements in Australian conditions, at the network level. The report also outlines how the model can be re-calibrated and refined, on the basis of data from long term monitoring of pavement strength.
