This document reports the results of an Austroads scoping study to formulate an approach to improve the collection, transformation and sharing freight data between jurisdictions, agencies and companies. The study is designed to inform development of an Austroads policy position and outline ways, including case studies, for implementing such an approach in stages. The work drew on information from a literature and document search and combined this with the views of experts on freight data issues and stakeholders in road agencies to investigate national and international experience with: - freight data priorities and requirements especially where relevant to data cooperation issues such as fusion, augmentation, transfer or analysis and modelling needs - freight data information systems/data directories from simple lists to data warehouses - business models for sharing freight data and information.
