The Special Purpose Vehicles report proposes a framework for assessing registration conditions for large special purpose vehicles with rubber tyres that wish to travel on public roads, eg plant and cranes. The framework aims to manage the risk caused by the mismatch between the special vehicle and the normal vehicle by reference to sets of performance standards that will enable road and traffic authorities to assess any such vehicle seeking conditional registration in a consistent and predictable manner.
