The purpose of these Guidelines is to assist road agencies and their contractors in developing a systems approach in the management of environmental issues. The guidelines are structured in four parts to allow the reader to readily access information as required: Part 1 Agency Management Issues - concentrates on the environmental issues that road agencies will need to consider when developing the documentation for routine maintenance contracts, as well as the operational elements involved in achieving good environmental performance from their contractors. Part 2 Contractor Management Issues - reports on the environmental issues that contractors will need to consider when developing EMPs for routine maintenance contracts and the operational elements in achieving good environmental performance and management of roadsides. Part 3 Performance Indicators - reports on environmental performance indicators that are relevant to contract management in road maintenance, including examples where they are presently being developed for use. Part 4 Key Findings and Areas for Improvement - provides a summary of the major findings of the study that involved consultation with personnel within each of the Member Authorities.
