This report presents an agency business capability model to support connected vehicles. The model defines the required agency business capabilities and associated capability maturity target states from business and technology perspectives.

Connected vehicle operators use information from in-vehicle devices (including phone-based navigation apps, and fixed and portable GPS devices) to assist with trip planning, and warning and advice while driving. As vehicle operators (and cooperative and automated vehicles) become more reliant on agency-owned data, agencies must ensure they provide data that is fit for purpose and fit for use.

The report focuses on previously-identified high priority data sets such as roadworks, incidents, static and variable speed limits, lane control signals, traffic control signals and heavy vehicle access restrictions data sets.

Five organisational capability areas are identified: managing data foundations (incorporating data security, privacy, metadata and quality), governing data (incorporating data governance, data principles and ethics), planning and designing data (including data architecture, models and designs), enabling and maintaining data (including data storage and operations, data integration and interoperability, and reference and master data) and using data (incorporating documents and content, data warehousing, business intelligence, data science, and data sharing). The defined capability maturity target states are aspirational targets that can be established by an agency to support connected vehicles.
