However, new legislation reflecting changing community and stakeholder requirements usually takes time to come into effect. Furthermore, legislation is often at a generalised and higher level and the road agency may require more detail in order to effectively implement intent. These are good reasons for road agencies to proactively seek community and stakeholder participation in decision-making and in defining requirements and priorities.
